The cylindrical outer casing is made of perforated steel plate with slotted holes, welded all round internally onto the base plate for mounting on the post.

Hot-dip galvanised. Internal containers always made of galvanised steel plate. Internal bin is 355 mm x height 545 mm.
You can take the inner bin out or you put a garbage bag in and around the inner bin.
